Philip Portera is a Senior Vice President and Head of Investment Compliance in the Legal and Compliance Department. He has been with Franklin Templeton for over 26 years. Mr. Portera chairs the Complex Security Review Committee (CSRC) overseeing the firm's derivative approval and usage. He is a member of the Counterparty Credit Committee (CCC) providing input into the firm's management of counterparty exposure. He is also a member of the Investment Liquidity Committee (ILC). Mr. Portera is a voting member of the Technology and Operations Council (TOC) which authorizes and oversees strategic technology efforts for the firm. He also serves as the Anti-Money Laundering (AML) Officer for the U.S. Advisers.

Mr. Portera joined Fiduciary Trust International, a subsidiary of Franklin Templeton, in 1992. The first 12 years were spent in the areas of High Net Worth, Technology, and Corporate Development and Planning. He was part of the team to implement the Charles River Order Management System globally, and in 2004 became Head of Global Portfolio and Corporate Services supporting the front office in various areas.

Mr. Portera earned a Bachelor of Science degree in Aerospace Engineering from New York University (Tandon School of Engineering) and holds an Investment Foundations certificate by the Chartered Financial Association (CFA). Mr. Portera has been a certified anti-money laundering specialist (CAMS) by the Association of Anti-Money Laundering Specialists (ACAMS) since 2007.
